Why don’t sales people use CRM effectively?

I have talked to 50+ salespeople for my research and most of them are saying that they focus on closing deals, not filling out the CRM.

Why is that?

Isn't CRM the second brain of the company?

Or maybe they are using some type of tool to fill it out?
