Volunteer Member looking for CRM to use

I am looking for a cost-effective CRM vendor and need to suggest one by next week. Criteria are:

1. Able to execute and blast annual email campaign to approximately 400 contacts to partner up with the volunteering organization and provide funding

2. Use existing data fields to customize content

3. Integrate with invoice process

4. Easily maintain database by multiple users.
