Locally stored data CRM

I work for a huge health care organization, which means there's a lot of rules re: IT. My team needs a CRM, but we can't used any of the major players such as Hubspot because it is cloud-based which is not permitted.

Does anyone have ideas of non-cloud-based CRMs that could work?
