Map contact count by Radius – any CRM have this out-of-the-box?

I'm looking for a CRM that can create a count of contacts by Radius based on: County, State

I have a couple million contacts with county & state data and would like to quickly identify the number of contacts at a requested distance from a city. This would allow me to target contacts in a specific area for local events, rather than just email everyone in the state.

I'd like something ready to map without investing in additional development, if it exists.
