do CRMs work if only one team has access?

I can’t share a ton of details for privacy reasons but essentially I work at a law firm and we use an ancient CRM and only the marketing team has access to it. Some of the attorneys have an outlook integration but most don’t. The result is constant emails asking “can I see my contacts? can i see this mailing list? can you add/delete this contact?“ and i’m the monkey that does those things but it is so inefficient. They have no visibility. I’m constantly exporting simple searches for them. Do I need to tell my firm that the attorneys need to be users? I think there is concern about them mishandling data (they are all technologically inept)
