Looking for CRM for Start Up Need Recommendations

I am looking for a CRM for a salesperson.

I will be selling to different industries, this will be to sell solar thermal panels to heat water.

I would like to send contracts and quotes out from this CRM.

I will need to collect information to market to people and have notes on each prospect.

I am looking on the basic side of things but I also want to have ways I can stay in contact with the people.

There is not a big budget for the CRM but want to get it set up right.
