CRM to measure # of organizations reading emails and using website

Hi,

Could anyone recommend a CRM that will help with the following? It's for a nonprofit that ideally wants to track usage among about 3300 target organizations and currently has 40k subscribers in their db.

(The target audience is the 50 state governments, as well as the several thousand county and city governments across the US)

A key metric to track would be the percentage of agencies in month x where at least one person from that agency opened at least one of our emails, attendended a zoom webinar or visited their website.

Also needed is the ability to send automated email sequences in response to someone visiting a particular page on their website.

I was looking at ActiveCampaign, any others that I should consider? Thanks in advance!
