Need advice on setting up Contact Center

I am looking for a CRM and VOIP integration that best fits my need based on your experience. I want to conduct an outbound calling campaign, but hold all the customer information in the CRM because we will also be conducting an email campaign on these same contacts using www.smartlead.ai. I will really only use the dialer for autodialing and call specific reporting. The last requirement would be we need to remain TPCA compliant so being able to DNC numbers actively and scrubbing CSVs are important. Ideally everything could be managed through the CRM because will be our source of truth, but willing to flexible here if required. What would be the best solutions for me?

Currently we are reviewing:

CRM – Zoho or Pipedrive
Dialers – Calltools or Consovo
Marketing – smartleads.ai (we are committed to using this, but CRM and Dialer I am willing to consider options not listed)
