Hubspot vs Twilio

I'm trying to set up mass texts for a business I am working on.

How it will work:

Customer clicks my link to my form, enters information and hits submit. After submitting they will receive a text thanking them for singing up.

The information they entered is also automatically entered into my CRM (which I haven't picked yet).

I can then send mass texts to these people (I'll need a Toll-Free phone number that I can get verified).

My needs:

A CRM that I can easily link a form to that collects information. This form will need to be embedded on my business website.

A plugin/way to send mass texts to these leads that I collect.

Which CRM/system is the best to use for this? I know Twilio can do this but its complicated to set up. Is this possible to do with Hubspot or is it noticeably more expensive when sending huge quantities (100,000 texts/mo)? If I use Twilio, which CRM and form is best to connect? Do I need to use Zapier? I tried using Textedly but it seems incomplete and I feel like I'll run into issues with them.

Thanks in advance for the help. Let me know if I am missing any important pieces of information.
