How identity, billing and service endpoints interrelate

Karim Vaes set out to explore the ins and outs of Azure DevOps governance, particularly the ways that identity, billing, and service endpoints interrelate. Azure AD is used for identity both with DevOps and for RBAC. Taken as a whole, DevOps offers ways to host multiple projects, with billing and identity elements in its organizational level. Currently, only one Azure AD can be linked to a DevOps subscription, and each DevOps subscription in-turn is linked to an Azure subscription for billing.

Significantly, customers can link multiple organizations to the same Azure subscription, going for Multi Organization Billing. However, for the time being, there is no way to share pipelines between organizations.

He wrote:

Next to using an Azure subscription for billing purposes… You can also link Azure subscriptions (or other cloud services) via a Service Connection. This connection is the link you can then use in your pipelines. There is also no required link between the Azure subscription used for billing, or the ones used for service connections.
