Not sure if CRM is what we’re looking for

We are a non-profit that provides housing and other services to parolees. We're looking for a software solution to track all participants and their various data and attributes during their stay, along with reporting capabilities and possibly form design. Would a CRM be what we're looking for or are there other, less sales-oriented solutions we should consider?
