CRM for a Small Nonprofit

I work for a small nonprofit with around 18,000 users in our current donor database which is Access. We are looking to migrate to something better. We have a lot of separate pieces. Constant Contact, PayPal for recurring donations, donor forms on our website linked with PayPal.

Which CRMs are the simplest to learn, but also cost effective?
