CRM for UK research project – not cloud-based

Hello – we are a large(ish) research project and need to manage a lot of partners, stakeholders, and other interested parties. There are restrictions we have to work around, both from out academic institution and GDPR etc. Is there a CRM that is not cloud-based that we could download and hold on the university servers? Alternatively, one that is cloud-based but holds data securely in the EU where the company has no access and can't use any of the data. We have (limited) budget.
