Migrating notes from ACT! To a standalone format such as excel or access?

I'm assisting someone with a home business who is upgrading to a new PC. They have been using Sage ACT! 2011 for quite some time, and it contains many important notes. Unfortunately, there doesn't seem to be a straightforward upgrade process due to the software's age, and if I recall correctly, the user was informed that perpetual licenses are no longer available.

I am hesitant to move ACT! 2011 to their new PC because of the inherent security vulnerabilities associated with its age and reliance on SQL. Moreover, this version of the application may eventually become incompatible with modern Windows installations. Additionally, it can cause issues with consumer PC backup and antivirus software.

We've tried exporting all of their notes to a PDF using the built-in report function, but the result is disorganized and difficult to search. The client would prefer a secure and well-structured solution, such as storing the notes in a vault like Bitwarden or a password-protected Excel sheet.

I would greatly appreciate any advice or suggestions on how to approach this situation and export the notes in a secure, organized, and searchable format. Thank you!

:Edit: To add, most of these notes are for historical purposes and while they need to be able to occasionally look them up, they're not actively adding more or using ACT! For anything aside from retrieving those notes as-needed.
