CRM for politicians?

A friend has been elected and is looking for a downloadable CRM program for 1 user. They don’t have office staff and need to keep all info off the cloud to comply with privacy regulations.

They are looking for a CRM that: – can track contacts with constituents through email, phone and in-person – ideally sync with Outlook on their laptop for email tracking – has some project management capability to track issues / initiatives / passing of laws – task management in terms of following up with people who have reached out about an issue – reports to analyze things like number of constituent emails sent, projects/issues managed, – if possible, a way to show in reports the amount of time spent in meetings / on constituent concerns through syncing with Outlook calendar

I came across InfoFlo but not sure if there’s something better? They have a budget for office expenses but I’m not sure how much.
