Public Library in search of CRM solution

We are a public library system which has 13 branches in a county with a population of 160k.

I am hoping to establish use of a CRM. My desire is to have a system which allows us to keep track of our communications with community partners, local events, and relationships.

Ideally this would have a basic component allowing for some project management.

We do not need any collection management or marketing capabilities from this system.

We would hope to have seamless use between Outlook and Microsoft Teams.

I would greatly appreciate some direction, I've been down a research rabbithole for hours and getting nowhere fast!!
