Need to manage cold email campaign using CRM

Hi, Looking for, opensource or low budget(10-15$ or one time cost) crm which is good for one to one email communication.

• it will be plus if we able to see pipedrive like drag and drop view in kanbam type board.
• easy customization for future by hiring developer
• we will use this crm for manual cold email cause cause we used lemlist/mailshake/quickmail but after couple week if we didnt get any reply, lead become dead but we need to contact after 2-3 month.with cold email tools its tough to track those dead lead.
• also email read notification feature will be plus or if able to customize.

Member here used/discuss about alot of crm feature highly appreciate your suggestion.
