Looking for a CRM or other solution for a client.

I am looking for advice.

I have a manufacturing client with over 20 dealers. When a customer fills out a quote through the website, we want this quote to automatically be allocated to the closest dealer via postcode.

After this quote is allocated to the closest dealer, if a deal goes through, forms need to be automatically sent to the dealer and back to the manufacturer several times to complete the transaction.

I know Hubspot/Salesforce can do this, but any other software that anyone recommends? I've pitched Hubspot to my client, but they're questioning the need to spend roughly $700 – $800 AUD a month, and Salesforce is 2x-3x that cost for their use.
